Commission reviews FY2025 finance report; staff explain MDT payment timing and budget utilization

The Oklahoma Commission on Children and Youth approved the agency—s finance report for fiscal year 2025 and heard staff explain why program payments to freestanding multidisciplinary teams (MDTs) can appear underutilized in midyear accounting.
The agency—s business manager presented a snapshot of FY2025 cash and spending through Dec. 31, 2024, and said the agency is within planned activity. Staff described lower year-to-date disbursement in the program payments category pending invoices from MDTs, whose funding and accounting operate on a calendar-year schedule.
OCCY oversight staff explained that MDTs are allowed by statute to receive payment for the full calendar year on Jan. 1. "Unlike any other program I'm aware of ... they get their money before they do the work," said a staff member involved in MDT fiscal oversight. Staff said OMES issues checks after contracts are in place and MDTs then submit annual invoices; any unspent funds are reconciled and returned.
Commissioners asked procedural questions about how MDT payments are reconciled and whether unallowable or unspent items are recovered. OCCY staff said the agency conducts reconciliations at year end and that most MDT expenses are training or equipment; staff added that the agency has challenged inappropriate expenses in the past.
The commission moved to approve the finance report and, following roll call, the motion passed with commissioners present voting in favor.
Ending: OCCY staff said the apparent underutilization in program payments reflects timing and differing fiscal calendars rather than substantive underspending; reconciliations and disbursements to MDTs were expected to move forward in the coming months.
