Whitestown RDC narrows preapproved‑payments resolution after members raise oversight concerns

Staff introduced Resolution 2025‑20 to allow staff to process certain claims (chiefly bond‑funded reimbursements) when a meeting is canceled or a quorum is not present. Counsel and staff advised the practice is statutorily permitted and that similar procedures are used by the town council.
Several commissioners voiced unease. One commissioner said, "I don't feel comfortable as a 3 man party tonight, voting on something of this nature" and argued the change would "take a lot of power away from this committee." Commissioners questioned whether a dollar cap should be set for preapproval and whether checks should be held when council approval thresholds are not met.
Staff and counsel proposed a compromise: strike sections 1b through 1n and retain section 1a (preapproval only for contractual, bond‑related claims that have engineering signoff) and the other general sections (2–6). The motion to amend and adopt Resolution 2025‑20 as revised passed 3-0.
Staff explained that preapproved payments to the trustee still require engineering signoff and an additional authorized signature on trustee forms. Commissioners requested that significant preapproved claims be run by the RDC president or vice president in advance when practical.
