Coochiching County awards Rainy Lake RV sewer contract to Wagner Construction; secures grant and property easement

Coochiching County commissioners voted Feb. 11 to accept the low bid of $310,524.75 from Wagner Construction to build a sanitary‑sewer extension serving 43 RV sites at Rainy Lake RV and to pursue the final state grant needed to complete the project.
Matthew Gwen, Environmental Services Director, told the board the project will construct roughly a quarter mile of pressurized sanitary sewer and two duplex grinder stations to connect the sites to an existing main. The engineer’s estimate had been $257,308; the low bid came in about 20% higher than that estimate, and the county intends to use state clean‑water grant funding to cover the difference.
County staff said the project has secured two state grants totaling $300,000 with a 25% required county match; the board also authorized the county to enter the second MPCA grant contract for an additional $100,000 subject to the county match. Environmental staff indicated the $25,000 match for the second grant will come from already budgeted KDA funds.
Commissioners also approved a property owner easement and sewer agreement with the parcel owners (Cole and Carrie Ruben, owners of Rainy Lake RV). The agreement establishes a connection charge calculated by the East Coochiching Sanitary Sewer District at $100,233 (derived by multiplying equivalent dwelling units by the district’s connection charge), to be remitted to the county; the owners also agreed to pay the district’s administration and inspection costs related to the connection.
County staff said the county will front construction costs and request reimbursement from the grants as work progresses; construction is expected to be completed in 2025. The motions carried by voice vote.
