Kirk Kennedy, a Voyager ATV Club board member, told the board the $200,000 RTP grant requires a 25% match ($50,000) and would fund a segment of trail to connect existing routes; the project is part of a larger $950,000, five‑mile section that the club is assembling funding for, including about $700,000 in state bonding from a dedicated ATV account. Kennedy said the club has potential private donors and options with the joint‑powers board to cover the $50,000 match if necessary but asked the county to be the fiscal agent should any shortfall remain.
County staff said serving as fiscal agent is a common arrangement for nonprofit clubs that collect state or federal grants; the fiscal‑agent agreement adopted by the board creates a standing mechanism so future grant applications do not require a separate fiscal‑agent vote each time, while each grant application will still return to the board for approval. Commissioners approved both the resolution and the fiscal‑agent agreement by voice vote.
