City staff recommended approval Tuesday of a coastal development permit for an addition and roof deck to a single-family home at 417 West E Street in downtown Encinitas, citing consistency with the Downtown Encinitas Specific Plan and applicable development standards.
Kaipo, a staff member in Development Services, told the zoning administrative hearing the applicant is seeking a coastal development permit because the property lies within the California Coastal Commission’s appeal jurisdiction and the project proposes an increase of greater than 10% to the home’s overall floor area (case CDP-07113-2024). Staff said the project includes a 404-square-foot single-story addition to the south side of the existing house and a 312-square-foot roof deck above that addition, and that the proposal complies with the zone’s development standards.
Staff noted the applicant held a Citizens Participation Program meeting on July 27, 2024, attended by three members of the public; staff said no opposition comments were received. A notice of pending action was mailed on Jan. 30, 2025, and staff reported no written comments were received in response to that notice. The presentation concluded that the project is exempt from environmental review under the California Environmental Quality Act (CEQA) Guidelines (exemption cited by staff) and recommended approval of the permit.
Booker, representing Booker Builders and speaking for owner Greg Oswald (who was out of town), said the addition is intended to create a master bedroom and described the work as relatively small. Booker said the applicant is available to answer questions and that earlier work by the team on a neighboring two-story unit had received favorable community comments.
No members of the public spoke on this item during the hearing. Commissioners asked clarifying questions about lot slope and deck height; staff confirmed the lot slope is under 5% and the deck is set at about 11 feet. The hearing closed on the item and staff indicated it will finalize a notice of decision incorporating the record.
Next steps: staff will finalize the notice of decision and publish any conditions of approval; the item did not include a final hearing vote during the Feb. 11 administrative hearing.
