Chesapeake Council approves leases, appropriations and honorary dedications; recognizes veterans and retiring VDOT engineer
Summary

During the Dec. 9 session the Chesapeake City Council approved a series of routine motions and recognitions.
Ordinance and resolutions: Council approved an ordinance to provide an honorary street dedication of a portion of Campus Stella Road in honor of Reverend Jake Manley Sr. (motion adopted 9-0) and approved a retroactive lease with Glenn Scott Weatherly Farms LLC for 16.56 acres at 1102 Centerville Turnpike South (retroactive to Jan. 1, 2025; motion adopted 9-0). The council also approved a retroactive lease with Adams Outdoor Advertising Limited Partnership for approximately 0.421 acre of city land between Wilson Road and Poindexter Street (retroactive to Nov. 1, 2025; motion adopted 9-0).
Appropriations and personnel: Council adopted budget amendments and appropriations carried forward into FY26, including $205,602 to Human Resources for executive leadership, learning management and wellness initiatives and a transfer of $158,147 to the health care internal service fund; $106,682 to Central Fleet for replacement tools; and an emergency appropriation of $380,000 for a PSOC Situational Awareness audiovisual upgrade. Council also approved adding positions to support the Harbor Hope Recovery High School (positions funded through an Opioid Abatement Authority grant); the motions were adopted by recorded unanimous votes.
Appointments and recognitions: The council approved a slate of appointments and reappointments to planning, audit, Chesapeake Integrated Behavioral Healthcare, the Chesapeake Land Bank advisory committee and the human services advisory board. The meeting included formal recognitions: Commander Robert Ballard (U.S. Navy, retired) and Bourbon Builders were celebrated for a mortgage-free, adapted home built through the Gary Sinise Foundation, and the council presented a proclamation to Chris Hall upon his retirement from the Virginia Department of Transportation's Hampton Roads District.
Votes at a glance: Multiple motions recorded in the meeting were adopted unanimously (9-0), including the consent agenda (with an exception), the leases noted above, the ordinance honoring Reverend Manley, the appropriations and the personnel additions.
