Senate Committee Recommends 8-Year Continuation for Arizona Beef Council

The Senate Natural Resources Committee of Reference voted to recommend an eight‑year continuation of the Arizona Beef Council, carrying the motion 7–0 with one not voting and setting the next sunset date to July 1, 2034.

Lauren Maling, executive director of the Arizona Beef Council, told the committee the council conducts promotion, education and research on behalf of Arizona beef producers and is funded principally by a $1 per‑head assessment (the federal Beef Checkoff Program). "I respectfully request your support in the continuation of the Arizona Beef Council," Maling said, describing a nine‑member board appointed by the governor and the council's state education programs.

The council’s funding mechanism and restrictions were central to the committee’s review. Maling explained that the $1 assessment is typically collected at change of ownership and that half of that dollar (50¢) is forwarded to national programs such as the national “Beef. It’s What’s For Dinner.” campaign, while the other 50¢ remains in Arizona for state programs. "Per the Federal Act, checkoff dollars can be used solely for beef promotion, education, and research. Under no circumstances can checkoff dollars be used for lobbying activities," she said.

Maling highlighted specific outreach and education work the council funds, including the Gate to Plate Tour Series for nutrition students and classroom lesson plans aligned to state standards. She said the council’s "Beef of the Classroom" grant reached almost 5,000 students in the past school year.

During questions and public comment, a member of the public identified as Sawyer asked whether growers can request refunds of checkoff dollars; Maling responded that refunds are not permitted under the federal program. A committee member and several senators emphasized the loss to Arizona if the council were discontinued, noting that the per‑head dollar would instead flow to national programs rather than being retained for local education and promotion.

Vice Chairman Dunn moved that the committee recommend continuation of the Arizona Beef Council for eight years, until 07/01/2034. After brief supportive remarks from several committee members about the council’s educational role and local benefits, the secretary announced the roll call: 7 ayes, 0 nays, 1 not voting. The committee carried the motion.

The recommendation is advisory to the legislature’s sunset process; the committee adjourned after the vote.
