Residents push for animal-control facility and demand EDA transparency; city manager denies NDA claims

During public comment, Carol Miller described a December incident in which a dog was "dragged, choked, and ultimately killed," called the footage "horrific" and urged the council to form a project group and consider a dedicated humane holding and care facility. "A system that citizens are afraid to use is a system that is broken," Miller said, and called for investment that would improve safety and reunification of animals with owners.
Eileen Tesh raised transparency concerns about the industrial park sale, warning that nondisclosure agreements (NDAs) can limit what officials may disclose. "He can't tell you because he signed an NDA," Tesh said, citing a prior example in a neighboring city.
City Manager James directly addressed the NDA claim and the nature of the company in the park: "I have not signed any NDA, whatsoever," he said, and added the company currently on the site "makes car interior parts, like the panels in your door... There is no data center."
Council members acknowledged the animal-cruelty concerns and said they would follow up. Residents also raised pedestrian-safety and sidewalk needs along 24th Street and criticized certain long contract terms.
