Planning staff notifies commission of January hearing on zone change for 309 Willow Street

Planning staff informed the Woodland Park Planning Commission on Dec. 11 that a quasi-judicial zone-district change for 309 Willow Street will be re-noticed and scheduled for the commission’s Jan. 8, 2026 meeting.
Planning Director Karen Schmink said the commission previously recommended changing the property from urban residential to central business district; council endorsed and then voted to initiate a zone-district change that will move the property back to urban residential. Schmink said the item will return to the commission for a public hearing in January and then move to city council as an ordinance matter, with a council hearing expected Feb. 19.
Schmink characterized the item as quasi-judicial and reminded commissioners they could not discuss or deliberate about the case outside of a properly noticed hearing.
No substantive hearing or decision occurred at the Dec. 11 meeting; staff asked commissioners to note the upcoming schedule and encouraged members to recuse themselves if they have conflicts when the public hearing is held.
