Ohana Subdivision quick-plat withdrawn after trail classification error; case remanded to staff

At the Dec. 18, 2025 administrative hearing, staff reported receipt of a Dec. 16 email from applicant John Brady requesting withdrawal of the Ohana Subdivision quick-plat (SD 009-26). Mr. Leake read the email into the record: "consider this the written request to withdraw the quick plat application for Ohana Subdivision." The application listed Bridal LLC on behalf of property owners Richard and Julie Smith.
Staff explained the withdrawal was requested after a late discovery that the preliminary plat misidentified a Category B trail as Category C. Under Title 17 provisions referenced by staff, Category B trails must be dedicated, and that requirement cannot be accomplished through the quick-plat procedure. Parks and Recreation comments had not been received in time for the hearing, staff said.
Hearing Officer Kellen Spillman moved to honor the applicant's withdrawal request and remand the matter back to staff because the application does not meet quick-plat requirements due to the presence of a Category B trail. Spillman said the item can be calendared before the platting board for consideration as a major-plat application.
There was no public testimony and no formal vote recorded; the hearing officer's action sends SD 009-26 back to staff for processing under the major-plat procedures.
