The Haines Borough Assembly took several formal votes during its Nov. 18 meeting.
Budget amendment for Mosquito Lake plowing A primary amendment to ordinance 25-10-7-22 added $7,000 to the FY26 budget to pay for snow plowing at Mosquito Lake. The assembly approved the amendment by voice during deliberations on the budget ordinance. (Motion made and discussed beginning around SEG 738; voice vote passed.)
Lutak dock owner-advisor resolution (to be drafted) The assembly unanimously (6–0, roll call) directed the borough manager to prepare a resolution to hire Moffett & Nickel as owner advisor for the Lutak dock project and to bring that resolution to the Dec. 16 meeting. The vote authorizes staff to draft contract scope and check procurement constraints; it is not a contract award. (Motion read at SEG 1612; roll call at SEG 1619–1631.)
Board of Equalization appointment The assembly appointed Evelina Vignola to the Board of Equalization for a term ending November 2028. The appointment was moved, seconded and approved unanimously. (Appointment discussed SEG 2672–2686.)
Disposal of surplus glycol Resolution 25-11-12-12 authorizing disposal of 15 275-gallon totes of TriFrost PG (30% glycol) was adopted by roll call (6–0). Staff said the borough will advertise the sale widely (statewide BidExpress and other outlets) so outside contractors can bid on the material. (Discussion and vote SEG 2067–2214.)
Wastewater influent upgrade resolution tabled A separate resolution to execute a construction contract with Glacier Construction (doing business as Southeast Rural Builders) for the wastewater-treatment influent upgrade (not-to-exceed $1,980,000) was discussed but tabled after staff identified an incorrect resolution packet; the motion to table was approved pending correction and reposting. (Discussion and tabling SEG 1968–2090.)
What’s next: The assembly expects staff to return the Moffett & Nickel resolution and the draft heli-ski policy amendments at the Dec. 16 meeting. The wastewater contract item will be reposted after clerical correction.
