Haines Borough CRC creates subcommittee to sort clerk’s code-review files and asks clerk to forward inconsistencies via referral form

The Haines Borough Code Review Commission moved to organize its work by creating a one-person subcommittee and by formalizing a process for the clerk to forward possible code inconsistencies.
Deborah Schnabel volunteered to be a one-person subcommittee to review the clerk’s collection of files—documents, notes and prior draft materials the clerk has maintained—related to potential code amendments. The motion to establish the subcommittee, to have her review the clerk’s files and to report back at the January meeting was moved, seconded and approved unanimously by voice vote.
Separately, the commission adopted a motion requesting that the clerk provide the CRC with possible code inconsistencies or issues using the public referral form (pursuant to HBC 2.51.040(d)). Mike, the clerk, said the referral form exists on the borough boards-and-commissions page but agreed to link the form under the main borough “Forms” page for easier public access. Emma and other members said dated referral forms will help the CRC set priorities and keep a clear record of referrals.
Commission members discussed the CRC’s duties under HBC 2.51.040 and whether the body should be considered strictly advisory to the assembly and apolitical. Members emphasized the CRC’s technical, non-legislative role: to identify anachronisms, redundancies and inconsistencies and recommend targeted code changes to bring the code into harmony with current needs and the borough charter.
The committee set its next meeting for Jan. 14 at 6:30 p.m. and adjourned.
Next steps: Deborah will inventory and report on clerk files; the clerk will link the CRC referral form on the borough forms page and provide dated submissions to the commission.
