Haines Borough BOE elects new leadership, plans outreach and training to recruit members

At the start of the meeting the Haines Borough Board of Equalization elected leadership and then discussed recruitment, outreach and training to prepare for the appeals season.
Members nominated Barbara Nettleton as chair (motion by Brenda Josephson, seconded by James Stanford) and nominated James Stanford as vice chair; both motions carried unanimously.
Board members and staff then focused on attracting more applicants to the citizen-led BOE. Members expressed concern that several seats are up or that attendance shortfalls could jeopardize quorums for appeals panels: the BOE requires panels of four members plus an alternate. "If just one person doesn't show for a meeting and only four people do, we don't have a quorum," one member warned.
Borough clerk Mike Denker said staff will pursue outreach after the new year, including trying to place stories with local outlets and coordinating with the BOE chair to post materials on the BOE web page. Assessor Martin Zonskullis offered to provide in-person presentations and question-and-answer sessions and suggested mock appeals as a training tool.
Members also discussed timing for training close to the appeals filing deadline so that procedures are fresh in members’ minds. The clerk said staff will capture recommended documents (including a definitions packet) on the BOE web page and follow up with the chair on potential outreach and presentation dates.
The board adjourned with holiday greetings.
