Assembly approves consent agenda, certifies elections, confirms appointments and adopts housekeeping ordinance

The Fairbanks North Star Borough Assembly handled several routine and substantive governance items during its Dec. 18 session.
The Assembly approved the meeting agenda and consent agenda by roll call (9–0). The clerk presented a canvass board report for service-area elections held Nov. 18, 2025; the Assembly accepted the report and certified the Bluebird Road CV and Violet Drive service-area annexation election results as validly held (roll call 9–0).
Appointments: The Assembly appointed Audrey Foldo as a regular member and Hank Bartos as an alternate to the Board of Equalization (carried 9–0). Assemblymember Guttenberg moved and the Assembly approved appointment of Assemblymember Scott Crass to the Fairbanks Area Surface Transportation (FAST) planning board; that motion carried 7–2 after debate about appearance of self-appointment.
Ordinances and licenses: The Assembly adopted Ordinance number 2025-21m (a housekeeping ordinance to reappropriate multi-year program balances into combined program accounts) by roll call 9–0. During public hearing items, staff recommended "no protest" and the Assembly voted to file no protest on several alcohol-license applications (Alfie's Eatery and Tavern; Polar Ice Rink sporting-event license; Hyatt Place hotel-motel endorsement), each non-protest motion passing on roll-call 9–0.
Next steps: Several introduced ordinances (including the renaming of Pioneer Park) remain under commission referral and will return for later action; the FAST planning appointment begins Crass’s term on that board.
