Fairbanks North Star Trails Commission weighs permit, vehicle limits and easement clarity for commercial trail use

Andrea Jacobs, a Parks and Recreation staff member, told the Trails Advisory Commission on Dec. 11 that the commission’s task is “to come away with an outline of multiple management action options” to address Assembly Resolution 2025-33 on commercial motorized vehicles on recreational trails.
The staff presentation reviewed four approaches used elsewhere: Sitka’s detailed per-trail commercial land-use plan with per-client fees; the Denali Borough’s case-by-case permitting with end-of-season reporting; the Alaska Department of Natural Resources’ (DNR) tiered registration and permit system with published fees and public notice; and the Bureau of Land Management’s (BLM) simpler operator form with operating-plan attachments and revenue-based fees. Jacobs noted borough code currently does not address commercial trail use directly and said borough lands are managed under different short- and long-term authorizations depending on use.
