Committee introduces three legislative concepts on solar contracting, packaging exemptions and renewable siting exemptions

At the start of the session the committee opened a work session to introduce three committee legislative concepts posted on OLIS. Staff summarized the proposals: LC 283 would require solar energy contractors and installers to hold licenses appropriate to their work and would set mandatory disclosures and contract elements for solar purchases, leases and power purchase agreements. LC 284 would exclude certain berry packaging and non‑compostable direct‑contact packaging for fresh/processed meats, poultry, fish or seafood from producer responsibility requirements. LC 286 would exempt an energy facility from an Energy Facility Siting Council certificate if the facility produces renewable power, begins construction on or before 12/31/2028, and qualifies for certain federal renewable energy tax credits.

Vice Chair Grama moved to introduce the three LCs as committee bills and Vice Chair Gamba seconded. The clerk called the roll; a number of members recorded votes in favor and one member was excused. Chair Lively announced the motion passed and ordered the LCs introduced as committee bills for later consideration during the short session.

What happens next: the LCs were posted and will be scheduled for committee hearings; committee staff noted the short session timeline will constrain amendment opportunities and members asked staff to be prepared to indicate where follow‑up is needed to refine drafts before hearings.
