House advances bills to engrossment and enactment, adopts amendment to Rockland charter bill, approves sick-leave bank for court employee

The Massachusetts House of Representatives advanced a slate of bills, adopted a substantive amendment to a charter bill, and approved a sick-leave bank for a court employee during floor session.
Highlights included a vote to pass House Bill 3306 — establishing the fourth Thursday in March as Tuskegee Airmen Commemoration Day — to be engrossed; passage to engrossment of House Bill 4214 concerning appointment of a police chief in Fall River; and final passage votes on House Bill 4210 removing the residency requirement for the town manager of Dalton and a Senate bill allowing the City of Quincy to issue revenue bonds for telecommunications facilities. Representative Walsh of Peabody offered and the House adopted an amendment replacing the text of Senate Bill 2716 (charter amendment for the town of Rockland) with the text of House Document 4866; the bill as amended was then passed to be engrossed.
The House also considered House 4647, an engrossed bill establishing a sick-leave bank for Amy Tanguay, an employee of the Trial Court of the Commonwealth. The House took a separate vote on the emergency preamble (divisions were polled as reported on the floor) and adopted the emergency preamble; the bill subsequently passed to be enacted.
Why it matters: the votes advance local government charter changes, municipal governance rules, commemorations, and a personnel arrangement for a state court employee. The amendment adopted to the Rockland charter bill replaces the bill’s text as offered and will alter the bill that moves forward to engrossment. The emergency preamble vote for the sick-leave bank authorized immediate enactment procedures for that personnel bill.
Next steps: bills passed to be engrossed will return later for final enactment or transmission to the Senate as appropriate; the sick-leave bank bill will be processed for enactment following the House vote.
