Commission scores and unanimously finds early-childhood and Meals on Wheels projects essential

Commissioners finished evaluation and scoring of two FY26 match-assistance applications on Dec. 10 and unanimously determined both projects qualify as essential human services.
During review of Thrive Alaska Head Start’s Play and Learn Center application, the chair paused to take a formal voice roll on whether the project met the commission’s definition of essential human services. Commissioners answered in the affirmative, producing a 7–0 outcome. Commissioners then read and discussed individual score components (project narrative and budget cost-effectiveness) and finalized totals; individual commissioner totals recorded during the meeting ranged across the provided scoring scale.
The commission then reviewed the North Star Council on Aging Meals on Wheels application. Commissioners described Meals on Wheels as a long-standing agency and a “vital program for the community.” Commissioner comments noted a wait list of about 35 people and an estimated annual funding need to address that wait list of roughly $63,000, information staff attributed to Darlene. Commissioners again voted that the Meals on Wheels project meets the essential-human-services definition (7–0) and recorded final narrative and budget scores.
Votes and scoring recorded at the meeting will be used to finalize award rankings and amounts during the HSCMG process. Commissioners signed their scoring sheets and staff were asked to collect signed copies from remote members.
What’s next: finalized scoring results will be used in the March presentations and award determinations following the FY27 HSCMG timeline.
