Staff presented a phased package of historic‑code cleanup edits and asked the Historic Preservation Advisory Board to concur with forwarding the phase‑1 cleanup items to the Planning Commission and Board of County Commissioners. "We've come up with a range of options that we might look at," staff said, describing three subcommittee types and minor language fixes intended to align the code with current practice.
Because of budget pressures and reduced staff capacity (the historic team has already lost one half‑time position), staff outlined options to reduce the number of permit types that require board review. Proposed adjustments included routing very common home types (mid‑20th‑century ranches, split‑levels and similar suburban forms) to staff‑only review, while continuing board review for additions, deconstruction and landmarked properties.
The board also discussed solar installations. Staff proposed that ground‑mounted and tertiary‑facade solar be handled by staff sign‑off and suggested limiting review for secondary facades unless the installation would alter the primary historic appearance. Board members asked for clearer language to prevent side‑wall installations that could undermine historic character.
Staff warned the board that county budget cuts are driving these proposals: the department has eliminated a half‑time site‑survey position and is offering early‑retirement packages. The staff presenter announced she will take a retirement/severance option and said her last official working day would be Dec. 25, 2025 (with work through Dec. 19). Board members discussed writing letters or otherwise advocating to retain historic‑preservation staffing.
Staff committed to refine the code language and return with a draft for the board to review next month and to prepare the referral to Planning Commission.
