Huber Heights approves CRA agreement to keep PBS Plastics expanding in city

Huber Heights — The City Council unanimously approved a community reinvestment and development agreement with PBS Plastics Technology Corporation at its Nov. 24 meeting, a move staff described as intended to retain a major local employer and support a planned expansion.
City Manager John Russell introduced the item and said the agreement is designed to keep a leading regional company "in Huber Heights and not going anywhere else." Don Webb and other council members thanked the company for its commitment.
A PBS representative addressed the council: "We increased our space 50%, and our promise to you is that we would, seek to increase our employment by almost, 100%." He said reaching prior hiring commitments had taken months but was achieved. Council members acknowledged the company’s past performance and expressed optimism the agreement will preserve local jobs.
The resolution passed by roll call, 8–0. Staff indicated the agreement will move to implementation steps per the CRA terms; city staff and company representatives said they would continue coordination on timelines and reporting requirements.
Next steps: city economic development staff will monitor the agreement’s implementation and related employment commitments and report back to council if follow-up is required.
