Planning Commission reviews Boulder Valley Comprehensive Plan major update, presses staff on annexation and 'new urban development' thresholds

Boulder County planning staff and city officials reviewed a major update to the Boulder Valley Comprehensive Plan (BVCP) during a Dec. 17 working session focused on how the plan draws the boundary between urban and rural development and when annexation should be required.
Hannah Hippley, Long Range Planning Division Manager, said staff are proposing cleanup and clarification to planning‑area maps and annexation policies (policies 1.13 and 1.17) and suggested simplifying language so it is more usable for the public and staff. "We don't expect substantive changes here," Hippley said, while noting the need to clarify what 'new urban development' means and how it should be treated in Area 2 properties where annexation may or may not be feasible.
Staff presented two illustrative Gunbarrel parcels: one adjacent to the city and therefore eligible for annexation, and another that is not contiguous and thus cannot be annexed. Hippley said the plan needs…
