Planning commission approves a parking expansion, denies Kwik Trip and approves a replat

Elections: Commissioners elected Terry Walton as chair and Jan Vargo as vice chair by voice/roll‑call nominations earlier in the meeting.
MC 2601 (Dayton Children’s, 8501 Old Troy Pike): The commission approved a minor change request from applicant Timothy Parker for a 32‑space employee parking expansion (Case MC 2601). Staff recommended approval; fire and the city engineer had no objections. The motion to approve was moved by Miss Thomas and seconded by Mister Johnson; roll call votes in favor resulted in passage.
BDP 2602 (Kwik Trip, 8154 Old Troy Pike): The commission denied the proposed basic development plan for a convenience store with fuel sales by a 5–0 vote after staff raised concerns about canopy/building setbacks, a parking shortfall versus code, and traffic impacts at the Executive Boulevard/Old Troy Pike intersection. The applicant offered to eliminate a west curb cut and to revise parking stall dimensions but commissioners concluded the site design did not meet the necessary standards.
RP 2603 (City replat to dedicate right-of-way, 6409 Shaw Road): The commission approved a replat to dedicate roughly 0.634 acres of public right-of-way to connect Charles Gate Road; roll call was 5–0 in favor. Staff said the city will fund construction of the connecting road segment and record the plat with Montgomery County.
Minutes from Dec. 10, 2025 were approved without objection and the meeting adjourned.
