The Florence Town Council approved an amendment to extend the program management services contract with Arcadis US Inc. through Dec. 31, 2026, adding an amount not to exceed $279,128 for continued environmental consulting and utilities support and bringing the total contract not to exceed $616,124.
Jonathan (staff) told the council Arcadis has been a stabilizing advisor during staff transitions and is supporting several complex, high-risk utility projects—including closure activities at headworks at the South Wastewater Treatment Plant and development work at the North Treatment Plant and Merrill Ranch developments. "The biggest one is definitely the Amaresco project, the closing out of the headworks project at the South plan, which should be done in May, and then the North Treatment Plant facility," he said.
Council members asked whether the town could reduce reliance on Arcadis going forward. Jonathan said the extension maintains continuity through critical project phases and the town hopes to taper consultant use as staff capacity grows. The motion to approve the amendment was moved and seconded and passed on voice vote.
Next steps: Arcadis will continue project support and provide periodic updates to staff and council; staff anticipates gradually reducing consultant scope as in-house capacity increases.
