Planning commission recommends FY2027–2031 Capital Improvement Plan to Board of Supervisors

The Accomack County Planning Commission voted to accept the county's proposed FY2027–2031 Capital Improvement Plan (CIP) and will forward the Planning Commission's recommendation to the Board of Supervisors for approval.
Finance Director Leslie Lewis gave a brief overview of the CIP's role as a five-year planning tool to schedule capital projects and guide funding decisions. Lewis described what projects are generally eligible for inclusion (projects with multi-year life and typical minimum cost thresholds) and explained that the Planning Commission can provide a memo to the Board of Supervisors identifying projects the commission considers priorities.
Commissioners asked several questions about sewer capacity and infrastructure in the county's northern area, where Virginia Space and private facilities (including Rocket Lab) are expanding. County staff said the Nancot plant (operated by HRSD) has an allocation of roughly 187,000 gallons per day tied to existing and planned projects but said that allocation is largely used and that other sites or systems may be required for future growth. Staff noted consultant Kimberly Horn is evaluating feasibility and projections for expanded service.
There were no public sign-ups to speak at this hearing. A motion to accept the CIP as presented passed on a voice vote; staff will forward the Planning Commission's recommendation to the Board of Supervisors.
