County staff asks planning commission to recommend CIP projects; Feb. 5 submission deadline set

Josiah Park, budget analyst for Lancaster County finance, briefed the planning commission on the capital improvement plan (CIP) process and the commission’s new ability this year to recommend project ideas for inclusion. The CIP is a 10‑year planning tool; adoption of funding for projects occurs later through the county’s annual operating budget ordinance.
Park said projects or heavy equipment with a value of $100,000 or greater are identified for the CIP and that the planning commission should use the provided project‑request form to submit ideas. Key deadlines provided to commissioners: project submissions due Feb. 5, planning staff will vet and pare submissions, commissioners will select five projects by March 3 to forward to finance, and final rankings will take place April 21. Staff said the form and last year’s CIP report will be emailed to commissioners for background review.
Commissioners asked for clarification about how to define projects that benefit the whole county versus district‑level needs and requested the ability to discuss proposed projects collectively at a workshop; staff agreed to add a workshop line item before the submission deadline to allow collaboration.
