The Little Rock City Board considered several planning and zoning items during its Nov. 18 meeting and heard notice that the board may rescind a previously approved appointment to an improvement district due to procedural flaws.
Planner Brad (staff) summarized multiple rezoning requests: item 8 (Z6841-F) would rezone 0.14 acres from PDC to PCD to allow a barber/beauty salon and a single-family residence across from Fair Park Elementary; item 9 (Z10150) would rezone 0.32 acres from R-4 to PDR to permit a six-unit townhouse-style development with a 790-square-foot shared courtyard in Ward 1; item 10 would rezone 0.29 acres from R-4 to PCD to allow a short-term rental, which staff said has been operating since April 2025 and that most STRs are concentrated in Wards 3 and 1.
On item 13 (Z10205), staff said the Planning Commission recommended approval (8–1–2) to rezone 0.31 acres from O3 to PDC to allow a retail jewelry store in Ward 2; board members asked whether the use would be effectively a pawnshop and staff said the applicant characterized the business as a jewelry store (not a pawnshop) and would not be required to have pawnshop registration under state statute.
Item 14 (Z10207) drew neighborhood questions: the 0.22-acre rezoning from C3 to PCD would allow a used car dealership and an office for a construction company in Ward 7. Neighbors asked whether vehicle storage, repairs or rear access would affect adjacent residences; staff said the applicant would use the front portion only and that conditions in the staff report would prevent outdoor storage or repairs from intruding on the neighborhood.
Vice Mayor Wyatt announced he would bring a motion on Tuesday to rescind appointment #16839 to the Con Lake Municipal Recreational Improvement District, saying there were "fatal flaws" in the submission and review. City legal staff explained that a March 2025 change to state law narrows when a petition-based appointment is appropriate (only when a vacancy results from a commissioner no longer living in the district) and sets notice requirements (10–30 days) and additional procedural steps; staff said they found no evidence the required notice and resident hearing occurred for the appointment in question. Staff said rescinding the appointment would clear the way to follow the correct statutory pathway for filling the vacancy.
Staff told the board items 15 and 16 would be deferred until January for re-hearing. The board did not adopt any of the rezoning items at the Nov. 18 meeting; planners and staff will return with full documentation and the matters will proceed through the usual public-hearing process.
