ODFW to use remaining insurance proceeds to finish Klamath Hatchery rebuild ($1.5M)

The Oregon Department of Fish and Wildlife told the Ways and Means subcommittee the Klamath Hatchery hatch house, destroyed in a 2020 fire, is nearing completion and the agency needs $1,502,845 in other funds expenditure limitation to expend remaining insurance proceeds.
Ken Loffink, ODFW chief operating officer, said the July 2024 insurance settlement totaled $7,825,074 and construction of the replacement hatch house began in late 2024; most equipment and systems are in place and construction is slated to finish by the end of the month. The agency said the hatch house is critical infrastructure for incubating and rearing fish and includes incubators, piping and water‑delivery systems.
LFO recommended including the increase in the 2026 reconciliation bill. The subcommittee moved and approved the LFO recommendation during the hearing.
ODFW said there are no new positions requested with the expenditure authority; the funds represent unspent insurance proceeds designated to finish the project.
