Staff characterized the ordinance as a housekeeping step to align appropriations with the borough's current multi-year program structure and to satisfy audit requirements. "This is strictly a housekeeping ordinance, for reappropriating funds that were made in prior years," said David Bradley, director of public works. Bradley cited the borough's appropriation rules, noting that appropriations are enacted by ordinance and expenditures must conform to those appropriations (borough code 7.1.100(c), as referenced in the meeting).
Finance staff elaborated that earlier budgets had multiple narrowly defined "pots" of funds for public-works activities that were intended to be combined. "We're making sure the audit is gonna be checked off and correct on this," said Sean Tacky of the finance department. Committee discussion focused on whether the title change (adding recertification and compliance) broadened allowable work; staff said the combined title enables use of remaining balances across the activities described in the multi-year program rather than leaving funds captive to narrowly written prior projects.
During questioning, staff identified approximate amounts proposed for reappropriation: about $154,000 from the public-works fire/life-safety program, about $38,000 from a river-levy annual major maintenance program, and about $150,000 from a recertification program into the combined fund. An assembly member confirmed this was a transfer of remaining balances into the new program—not the result of project completion—and staff agreed the action is primarily to align accounting with earlier administrative intent.
An exchange in the meeting briefly interrupted procedure when the chair stated there is no debating at committee meetings and an assembly member replied, "That's not true." No formal motion or committee vote on the ordinance was recorded during this meeting. The committee acknowledged receipt of the monthly budget and fund-balance reports, opened mayor and assembly comments confined to finance topics, and adjourned.
The ordinance was presented as an administrative reappropriation; the meeting record does not show a committee decision or vote on adoption. Further action, if any, would follow the borough's legislative process.
