BISMARCK — Following a Bureau of Criminal Investigation briefing on online exploitation, several legislators urged the committee to prioritize upstream prevention: school-based internet-safety education, expanded youth 'third spaces' and stronger supports for families.
Representative Doctor, Senator Veil and Senator Brownberger argued that prevention and community investments can reduce grooming and sextortion that Harstad said begin online. "We gotta get out in front of this," Senator Veil said, urging education so children can recognize grooming and trafficking signals early.
At the same time, one committee member raised concerns that prevention curricula — described in committee materials as teaching boundaries and safety — could be perceived as intrusive by families and asked about parental review and opt-out rights. Senator Larson and others urged careful review of the materials; staff committed to uploading the presentation and making materials available for committee review.
The committee discussed research requests on geofencing and technical limits, and scheduled follow-up work for April, asking staff to assemble comparative state approaches to prevention, federal AI guidance and the Take It Down Act.
The meeting adjourned with committee members agreeing to continue dialogue between now and the next session.
