Planning Commission approves minutes, hears public comments and adjourns

The Planning Commission opened its Dec. 4 meeting, approved the minutes from the Nov. 13 meeting and received routine staff updates on pending applications and possible meeting-location changes.
Doug Proctor moved to approve the Nov. 13, 2025 minutes, Anna Saint John seconded and vocal 'ayes' were recorded by several commissioners. Staff reported three applications are in completeness review by city planner John Morgan and said a sign application will likely come to the January meeting. Staff also said they are exploring relocating public meetings to a more ADA-accessible community room at the health center.
During later discussion and public comment, a developer, Ken O'Rourke, described his pending application and asked several technical questions about path surfacing, ADA access and roofing materials. The commission recorded follow-up tasks for staff to revise the waterfront draft and to seek a legal opinion on whether the city can require private property owners to provide publicly accessible waterfront paths.
Commissioner Doug Proctor moved to adjourn at about 07:32; Anna Saint John recorded 'aye' and the meeting was adjourned.
Staff follow-ups noted in the meeting included revising the waterfront draft language, requesting legal guidance on public-path authority and verifying ownership and maintenance responsibility for a deteriorating painted Masonic clock referenced at the end of the meeting.
