Dallas staff outline streetlight process and progress on several water, paving and ADA projects

At the Oct. 27 Public Works meeting, staff explained how streetlights are installed and how retroactive installations in existing neighborhoods are handled. The city’s plan review process includes an illumination plan with subdivision submissions; the city sends a streetlight request to Pacific Power, and Pacific Power returns a contract and cost estimate for materials and labor. The developer is typically responsible for running conduit and providing a check to Pacific Power; scheduling and inspection are coordinated between the developer and the utility. Staff warned that retrofitting lights in existing parts of town can be intrusive to property owners depending on whether power is overhead or underground and may trigger ADA improvements.
Staff said the city does not follow a strict dark‑sky or numeric foot‑candle standard; instead, Pacific Power provides lighting layouts and the city prioritizes illuminating intersections and pedestrian crossings before adding block spacing. Residents’ concerns about lights that are too bright or installed too close together were noted.
Project updates included completion of Douglas Street waterline and repaving, progress on the Levins/ Ellendale ("Levinsdale") project including new flashing beacons at Hillcrest, near schools (with thanks to Principal Reed Langdon and the school district), and near‑completion of Dallas High School Phase 5 paving and ADA ramps pending removal of communications equipment attached to a new pole. John C. Barnard Memorial Park is scheduled for a ribbon cutting on Nov. 8; shelter and parking work are nearly finished.
Keller Associates is under contract for the Lock Real Node Sewer and the James Howe Reservoir projects with kickoff meetings scheduled in November; Jacobs Engineering is designing the Ash Street waterline tying the Clay Street Reservoir to Main Street. Staff also described Jefferson Street ramp work and a required fire‑hydrant relocation at Main and Washington to meet a four‑foot separation minimum for ADA compliance.
Leaf‑pickup weekends were announced for Nov. 15–16 and Dec. 13–14 and will be publicized by communications staff.
