Depoe Bay council hears update on recent boat sinking; staff say cleanup is owner’s responsibility

Councilors heard a detailed harbor report on a recent vessel sinking and subsequent fuel/engine-fluid release. Staff described deployment of containment boom, replacement of boom material where needed, and notification of the vessel owner and insurance; the city has documented the incident and will monitor cleanup progress.

Council members asked what lessons could be learned and whether the city should change monitoring or response steps. Staff said the camera footage shows the vessel began sinking in the early morning hours and that on-scene containment was installed quickly; however, staff said they lack the salvage equipment to raise vessels and that salvage and full cleanup are the responsibility of the boat owner and their insurance. The city reported it has provided required notifications and completed initial documentation and will coordinate access for the insurer’s contracted contractors.

Councilors also asked about camera capabilities and whether alerts could be enabled; staff said the system is not presently configured for automated proactive alerts and noted that capability would require investment. Members suggested a post-incident review to capture lessons learned, improve signage and dock cleat alignment, and to confirm training for new harbor crew members.

Staff said the insurance environmental assessment was expected and that further updates would be provided when the cleanup contractor mobilizes.
