Erie outlines water-plant plan and big-ticket utility projects; grants and rates central

Town staff briefed the council on Erie’s multiyear utility program, which includes design and early work for a new water treatment plant followed by bond-financed construction and other large projects such as conveyance lines and Windy Gap / NISP firming payments.
On funding strategy, staff said: "Initially, we're gonna fund the design and early activities with cash, and then... we have to get bonds to do the new water treatment plant," and emphasized the phased approach allows flexibility if grant funding materializes for future phases. The presentation stressed that water and wastewater are enterprise funds with dedicated revenue streams; revenue bonds for enterprise funds generally do not require voter approval, staff said, but they do require rate adjustments and careful rate-study work.
Councilors also discussed risk management: bonding large projects ahead of growth could expose Erie to revenue shortfalls if development slows, and construction inflation is a material cost driver. Staff noted they will run another rate study in 2026 and are pursuing grant opportunities for solar installations at water/wastewater facilities to improve operating costs and payback periods. No funding commitments were made at the session; staff promised more detailed timelines, grant application status, and updated rate and debt-service scenarios.
