Summary
Council discussed consent agenda questions (roadway funding transfer), declared conflicts on select items, confirmed the DEA intergovernmental agreement is limited to DEA training, and voted to adjourn to executive session at the end of the work session.
At the Jan. 20 Yuma City Council work session, council members reviewed items for the Jan. 21 regular meeting and raised questions about consent agenda funding and specific items.
Councilman Morales asked about MC2026014, a transfer of $339,326.66 that staff said comes from revenue bonds and a delayed 16th Street corridor project; staff expect to finalize a design contract within a month. Councilor Watts asked whether an intergovernmental agreement (IGA) with the U.S. Drug Enforcement Administration includes training with Immigration and Customs Enforcement; staff clarified the IGA is for DEA training only and any DEA activities are coordinated with Yuma Police Department presence.
Councilwoman Morris declared a conflict on ordinance item O2026-two because her firm is involved in the design process; Deputy Mayor also declared a conflict on item MC2026-016. Alyssa Lindell of Community Development explained a neighborhood wall project in which 14 of 19 property owners have signed repayment agreements; the city plans to build the full continuous wall regardless of the five unsigned parcels and will bring the construction contract to a February meeting.
Staff announced one public hearing scheduled for the next night has been canceled at the applicant's request. The council then moved, on a motion by Councilman Morales and seconded by the Deputy Mayor, to adjourn into executive session; the council voted "aye" and the work session ended.
