Los Alamos County Council adopted the 2025 Open Space & Trails Management Plan, with a technical amendment removing a proposed Tent Rock Trail extension through a parcel designated Urban Reserve after Chair Cole raised consistency concerns with the comprehensive plan.
Parks staff said the contested trail segment is mostly existing and skirts the Urban Reserve, and agreed to remove the appendix section and related map from the submittal so the plan conforms with the comprehensive plan constraints. Councilor Herman moved to adopt the plan as amended; the motion passed unanimously 7–0.
Supporters in the audience and parks stakeholders commended the plan for consolidating open space guidance. Council asked staff to continue standard community outreach steps during implementation and to return with budget and project priorities as needed.
