The County Council voted unanimously Aug. 26 to contract with Mackey Campaign Solutions for state lobbying services, approving a not‑to‑exceed total of $695,292 over seven years and a corresponding budget revision.
Intergovernmental affairs staff said the county has been without a permanent state lobbyist for about a year and that a retained lobbyist would provide year‑round outreach to legislators, the governor’s office and state agencies, support capital‑outlay requests, draft legislative language and coordinate a council priority agenda. Staff said the selected proposal from Mackey Campaign Solutions—led by Danny Mackey and Luc Otero—was the highest‑rated in a competitive RFP process and that both principals have New Mexico experience and knowledge of Los Alamos.
Councilors asked about deliverables, monthly invoicing and how the county will measure effectiveness. Staff pointed to contract language requiring legislative session activities and interim work items, an end‑of‑session presentation to council and ongoing collaboration to advance council priorities. The contract will be paid in monthly invoices and staff said reports and a policy agenda will guide measurement of outcomes.
The motion to approve the agreement and a budget revision passed by roll call vote 7‑0.
