Board hears update after RFP for roof/repair draws no bids; agrees to pursue endowment and approves 2026 closure schedule

Separately, the chair and Frank said they will meet with the city manager, finance director and counsel to discuss investing approximately $700,000 currently not invested and to establish a Friends Endowment Fund to provide a managed vehicle for those monies; Tom and the chair plan a meeting in Hartford with the attorney preparing endowment documentation, and the Friends may call a membership meeting in October or November to approve the endowment.
On policy matters, the board reviewed library policy revisions prepared to comply with changes in the Connecticut General Statutes (materials reconsideration, collection development, program policy and displays). Alyssa said the policies were submitted to the state for the first benchmark (10/01) and found compliant; the board was asked to convene a policy-and-governance working group in October to finalize language for board approval at the October 27 meeting so the minutes can show compliance by the November deadline.
On a separate motion, trustees unanimously approved a 2026 closure schedule that acknowledges city-designated holidays and adds five specific closure dates (including the Saturday after some holiday weekends and a half-day closure on March 20 for a Friends event), with a parenthetical clarification for July 4 depending on the city's observed holiday date.
