On program finances, Nishihara said the department serves about 700 youth participants in its recreation leagues and works with roughly 50 volunteers and 20 staff to deliver services. He said staff will return proposals to the commission and council on Gold Bug Park, mine fees and aquatics rates as part of a broader effort to factor indirect administrative costs into charges where appropriate.
No fee changes were approved at the meeting; staff said they will continue the review and present recommendations for formal adoption through the city’s fee‑schedule process.
