Administrator Miller presents fourth-quarter goals update; ULI work and planning items to return to council

Administrator Miller presented the city’s fourth-quarter goals update and highlighted items staff will return to council for next steps. Key points included completion of an Urban Land Institute technical assistance panel for 180 acres; staff is corresponding with ULI on the final report which will be shared with council. Staff has requested a proposal from Bolton & Mink for a comprehensive plan and is meeting with the firm to discuss scope and cost.
Appraisal and survey Phase 2 have been completed for the old fire station and parks building; community development staff are corresponding with selected parties and indicated a potential closed-session discussion on purchase price could follow. The Valley Community Center signed a purchase agreement for the former Lake Elmo Elementary School site and has met repeatedly with community development staff about future uses.
Finance staff presented a budgeting workshop and the council accepted scenario 2 as the basis for city budgeting. The city also launched a new website in August and staff said budget information and franchise-fee info sheets have been developed to help communicate major policy decisions.
Miller said staff additions (an admin assistant supporting public works and fire, plus two building inspectors) are in place and that staff is tracking 2026 work already. Council thanked staff for the update and asked a few follow-up questions about online materials.
