The Greensboro Planning & Zoning Commission on Dec. 15 recommended annexation and rezoning of roughly 9.06 acres at 3800 Lewiston Road and 4544 Jessup Grove Road, forwarding a conditional rezoning to CDRM‑8 intended to allow townhomes with a maximum unit count cited in materials as 65.
Applicant representative Mark Isaacson summarized prior approvals, engineering updates and the reasons the remaining parcel can now be served by city water and sewer. He said the proposal is intended to deliver townhomes — not apartment buildings — and illustrated the concept with an illustrative sketch plan showing access from Jessup Grove Road and preserved open space for stormwater. "The upshot of that is no apartments here," Isaacson said, adding the clients expect a unit count below the advertised maximum.
Staff reviewed GSO 2040 designations and recommended approval as consistent with the city’s comprehensive plan. Commissioners asked technical questions about nearby recent rezonings and infrastructure; staff identified a recent CDR‑7 rezoning nearby. With no speakers in opposition who presented (online opposition contact did not unmute), the commission approved annexation and the rezoning recommendation by voice votes recorded 9–0.
Next steps The commission’s recommendation goes to City Council for final action and public hearing on Jan. 20, 2026. Any appeals to the planning department must be filed in writing within 10 days of the commission’s action.
