Residents tell council KB Homes/Lafferty development has worsened flooding, damaged septic systems

Several residents used the public‑comment period at the Jan. 13 Town Council meeting to describe localized flooding, changes in groundwater and damage to private septic systems that they attribute to the nearby KB Homes/Lafferty development.
John Rondash said basement flooding reached levels that forced water through basements and that elevated groundwater — not just surface runoff — has saturated leach fields. He asked the town to "formally acknowledge" private septic infrastructure damage caused by public and private development decisions and requested an independent hydrological assessment, pre‑/post‑development documentation and a pathway for mitigation and accountability.
Meg Noffsinger (resident at 4242 North 119th Street) said this was her fourth time raising the matter with the town and described saturated pastures and impacts to wells and trees. She told the council she received an email from a subsidence program contact saying the program would no longer attend future mine or water maintenance issues tied to the development; she urged the town to hold developers responsible for the reported damage.
Christine Emerson and Derek (both residents near the detention pond/golf course) raised separate concerns about a detention pond near the golf course and about transparency regarding plans to alter the pond, including whether the pond should be drained or modified. Derek described elevation data and a town study and said residents had received limited information about planned construction traffic and changes.
The mayor said staff will set up meetings with the developer and asked the deputy town manager to update council and residents. At the end of the meeting staff confirmed follow‑up items: Lafferty flooding information, Vista Ridge pond improvements and related follow‑up with the developer will be provided to council and the public.
Status: residents requested investigation and mitigation. Staff acknowledged the issue and indicated a meeting with the developer and further reporting to council are planned; the transcript shows council committed to follow up but no formal action (motion or vote) resolving the claims was taken during the public meeting.
