City staff described the request as an extension beyond the typical 120-day temporary-use permit and said the Unified Development Manual allows consideration of uses that match the intent of zoning even if not listed explicitly. “This is an application for a special use, 620 North Andover, the the Andover Plaza, to have a fresh produce and flower market stand in the parking area during the months of March through October 2026,” staff said, and added that parking and circulation were not expected to be materially affected.
Commissioners asked whether extended operation could conflict with late-season events or nearby fireworks sales and whether tenants such as Dollar Tree were informed; staff said notices are sent to property owners (who in turn notify tenants) and that circulation and parking supply at the site are adequate. The commission reviewed the 14 factors required for special-use findings and concurred with staff that the use fits the city center place type and could draw foot traffic to nearby businesses. Staff reported no written opposition received.
Commissioner Marla moved to recommend approval; the motion was seconded and carried by voice vote. The commission will forward a written summary and its recommendation to the governing body for consideration at the regular meeting on Feb. 10, 2026.
