Key changes include moving historic‑landmark regulations from Title 3 to Title 9 to keep building and preservation regulations together; changing board and commission appointment timing to odd-numbered years (requiring a one-time shortening of certain existing positions that ended in 2028 to end in 2027); and changing the reporting requirement for boards from semiannual to annual reports, with exceptions for boards that do not meet in a given year.
Council member O'Connor proposed several technical amendments — renaming the tree board to Tree Advisory Board, exempting the board of adjustment from reporting when it does not meet and adding a duty for the tree board to verify Tree City USA obligations — which staff said they would review with legal counsel before final codification. Meredith Booth said the changes aim to align the code with the charter and make board rules clearer.
Planning commissioners had previously expressed reservations about shortening terms; Council acknowledged that point during the discussion but proceeded with the amendment as presented, with the council voting to approve the ordinance (as amended) by voice vote.
