Erie approves South Roundabout contract and construction management support

The Erie Town Council approved contracts to build a new five-leg roundabout at Austin Avenue and County Line Road and to provide construction management services during building.

Public Works Director David Passak described the project as a roundabout that will also widen County Line Road between Austin and Erie Parkway, and said design choices favored a traditional five-leg roundabout over a previously studied "peanut" alternative. "This project will install a roundabout at Austin Avenue and County Line Road," Passak said.

Council discussed traffic impacts for Aspen Ridge Charter School, and staff said they have coordinated with the school and will include a rapid-flashing beacon on the south side crossing to facilitate school crossings. Contract language includes timing restrictions and penalties to limit closures on Austin Avenue during the school year. Staff also said cyclists will have the option to use a separated path at conflict points and that project communications will be shared publicly.

Council moved and approved resolution 25-075 to award the construction contract to Concrete Express; immediately afterward, the council approved a related resolution (25-069) to hire Rock Soil Consulting Group for construction management and inspection support for the same project. Staff said Rock Soil will supplement limited in-house inspection capacity during the project.

No detailed dollar amounts for the contracts were read into the record during council discussion at the meeting; council approved both items by voice vote. The project timeline anticipates staged closures with contractually enforced time limits so the school-related crossings are re-opened before the school year starts.
