Consultants and town staff told the Town of Erie on May 6 that long‑range maintenance liabilities for streets could be far larger than the town currently budgets, and that shifting development toward denser, mixed‑use neighborhoods can reduce per‑household infrastructure costs.
Kevin Shepherd, founder and CEO of RedUnity, told the council the presentation’s headline number — roughly $12 million a year for street reconstruction — is a planning‑level estimate of what it would cost to rebuild all existing paved lane miles in today’s dollars and spread that cost over a 25‑year lifecycle. Shepherd described the arithmetic used: about 400 lane miles (measured as 11‑foot lanes) at an assumed reconstruction cost of $750,000 per 11‑foot lane‑mile produces a roughly $300 million replacement bill; divided over 25 years, that yields about $12 million annually. He emphasized the figure covers pavement reconstruction only and does not include sidewalks, utilities or wider capital items.
