Council reviews draft master plan; staff flags sewer-line sections for prioritization

The council turned to a draft master plan that staff has circulated for review.
Staff said the draft will be presented in greater detail at next month’s meeting and encouraged council members and stakeholders to submit questions and comments. During review, a planning/engineering speaker highlighted sewer-line conditions: localized slopes and settling can cause solids buildup and periodic maintenance; however, the speaker said the system currently has capacity to handle roughly three times the town’s current load in most areas.
The speaker recommended viewing the master plan as a living document to be updated annually and to prioritize projects incrementally. Council and staff discussed the need to identify immediate repairs versus longer-term projects and to incorporate rate-calculation considerations tied to peak flows and usage (including an RV park of about 40 units noted in the study).
Council asked staff to include more detailed project cost estimates and prioritization in the next presentation and to prepare options for wastewater-rate adjustments based on peak-flow calculations.
The council did not adopt the master plan at this meeting; staff will return with a fuller presentation and cost/prioritization materials.
