The Greensboro City Council on Dec. 16 approved a resolution authorizing an economic development incentive for Hoffman Companies, referred to in staff materials as "Project Superman." Marshall Yandall, the city—s economic development manager, told the council the company would consolidate Greensboro operations, retain about 350 existing employees and create 131 additional jobs by 2030, with a projected $13.5 million capital investment by 2029.
Staff presented the proposed incentive: a five‑year payment of $1,500 per new job (paid in installments tied to job retention benchmarks). Yandall said the new positions would average $77,137 in annual wages and that none would pay below the city—s stated minimum wage threshold for incentives. The project also qualified for state Job Development Investment Grant funding, and the city match would be combined with county and state incentives where applicable.
No members of the public spoke against the request. Miss Thirme moved the item and it was seconded; council recorded a vote of 9–0 in favor. Staff noted construction would follow applicable permitting and that the project would adhere to the city—s MWBE requirements during construction where applicable.
Next steps: the city will execute the incentive agreement and monitor compliance with job creation and retention metrics as described in the incentive terms. The resolution and vote authorize staff to implement the incentive consistent with the presentation heard by the council.
