Lafayette City board approves sewer, engineering and procurement items; schedules Creasy Lane bids

The Lafayette City Board on Jan. 7 approved a series of contracts and routine actions, including a recommendation to award the 2025 Sewer Rehabilitation project to Inliner Solutions and authorization to advertise a Creasy Lane resurfacing project.
Brad Talley of Lafayette Renew told the board he recommended awarding the sewer rehabilitation contract to Inliner Solutions after bids were opened Jan. 6; Talley said Inliner’s bid was $834,968 and the work covers roughly 17,000 feet of cured-in-place sewer pipe plus smaller diameter lines. The board moved and approved the award by voice vote; staff noted a missing drug-testing policy had since been received for the winning bidder.
The board also approved Amendment No. 3 to a contract with HWC Engineering for work in Service Area 11B. Talley said the amendment—$170,000 for additional survey, engineering, design and permitting to extend utilities (including a 12-inch sewer along Dismal Creek and 15-inch and 8-inch extensions near Wea School Road)—brings the contract total to about $1,999,375 and was recommended for approval. The motion passed by voice vote.
City Engineer Jeremy Grinard asked the board to permit advertising for the Creasy Lane CCMG (Community Crossings matching grant) project to mill and resurface Creasy Lane from Sagamore Parkway to Greenbush Street, keep the corridor at five lanes, and make curb, sidewalk and ADA pedestrian improvements. Grinard said the project will use Community Development Block Grant funds; the city plans to advertise Jan. 23 and Jan. 30 with bids opening Feb. 10. The board approved the notice to bidders.
Purchasing Manager David Payne reported a prior award error on chemical bids and recommended rescinding an award for sodium fluoride to Water Solutions Unlimited and reallocating that line item to Bell Rock Chemical after determining Bell Rock’s bid was responsive and lower. The board approved the modification by voice vote.
Payne also asked the board to declare two city vehicles surplus—a 2008 Ford Expedition (Fire, ID FD64) and a 2005 International single-axle dump truck (No. 2527)—so they can be sold for salvage; the board approved the surplus declaration.
Steve Moore, superintendent for Lafayette Water Works, recommended awarding a professional-services contract to Ortman Drilling for test and production well work on the Wheaton property and for several test wells in the McAllister Park area to verify aquifer conditions and water quality. The cited project cost from Ortman Drilling was $776,031; the board approved the contract.
The comptroller presented claims totaling $20,373,054.01, which the board approved, and the board granted a banner request from the Boy Scouts.
What’s next: With the Creasy Lane advertisement approved, bids will be received Feb. 10; staff will move forward with contracts and notify awardees as appropriate.
