Torrington staff report progress on Well 16, award of DHS grant for generator and wastewater plant construction timeline

Public works staff updated the council on the status of Well 16 and the wastewater treatment plant.
Staff said Well 16 is operational but is producing a fine, silty sand that has been clogging some of the well and RO-system filters; crews are working to find a technical solution. The city has secured a Department of Homeland Security grant to pay for a generator for the Well 16 project; staff said they plan a contract change order to add the generator back into the contract pending cost information from a contractor (Ken Ferrier referenced).
On the wastewater treatment plant, staff reported that cinder-block walls above the former headworks ceiling have been completed and that foundation and stem walls for the pre-engineered metal building are in place. Crews plan to erect the metal building in the coming weeks; staff said the project team expects substantial completion “sometime this summer,” an improvement over an earlier projection of February 2027.
Council members asked about functionality and community feedback for related projects; staff said the RO system is functioning though filters clog quickly with the silty material and that public reaction to the East D street project has been positive.
No formal action was required; staff said they would return with contract pricing and next steps on the generator change order.
