Torrington council approves proclamation, two zoning map amendments and routine bills

Torrington’s City Council approved a mayoral proclamation recognizing the city as a participant in the 2026 semiquincentennial, adopted two zoning map amendments on third reading and approved the city’s January bills during its regular meeting.
Mayor Herb Dobie read a proclamation designating Torrington a participant in the 250th anniversary of the Declaration of Independence. Councilman Diehl originated the draft and Councilman Deal moved to allow the mayor to sign the proclamation; the motion was seconded and approved by voice vote.
On land-use matters, City Attorney Jim Eddington read two ordinances amending section 18.16.0.02 of the Torrington Municipal Code (2026 revisions). The first established C1A zoning for Lots 1 and 2 of the Family Dentistry PC Subdivision; staff reported no public comment and recommended final approval. Council moved, seconded and passed the ordinance on third reading.
The council then approved an ordinance establishing R3 zoning for portions of the Hatton Subdivision; again staff reported no public comment and council approved the ordinance on third reading.
Clerk Treasurer Lynette Strecker presented the list of January bills (attached to the agenda and supplemented with a handout). After a brief question about health/self-insurance payments, Councilman Kelly moved to pay the bills as presented; the motion carried by voice vote.
No further public hearings or appeals were recorded on any of the adopted ordinances during the meeting. The council took no other binding action on financing or policy beyond these approvals during this session.
